The Specialized Telecommunications Assistance Program is a voucher program provided by Texas Health and Human Service that provides financial assistance to individuals with disabilities whose conditions interfere with access to standard telephone networks. The program helps eligible individuals purchase basic specialized assistive telecommunication equipment or services to improve communication access and independence.

Program Qualifications:

• At least 5 years old​

• Have one of the following disabilities:

  • Blind​

  • Deaf

  • Hard of Hearing

  • Visually Impaired

  • Speech Impaired

  • Upper Mobility Impaired
